IBBI Registered Valuer in India
Independent Valuation reports signed by an IBBI Registered Valuer for Securities or Financial Assets
A Valuation opinion is only as strong as the professional standing behind it. For many statutory and regulatory assignments under the Companies Act, 2013, the Insolvency and Bankruptcy Code, 2016, SEBI regulations, FEMA pricing rules, and Income Tax Valuation provisions, businesses need a defensible Valuation report signed by a qualified professional with the right authority and asset-class registration.
Elite Valuation is led by CA Sagar Shah, an IBBI Registered Valuer for the Securities or Financial Assets (SFA) class and Ex-EY professional. Every report is prepared with Big 4-style documentation discipline and is structured to withstand review by auditors, tax authorities, NCLT, SEBI, RBI/FEMA stakeholders, investors, and transaction counterparties.

What Is an IBBI Registered Valuer?
An IBBI Registered Valuer is a professional registered with the Insolvency and Bankruptcy Board of India under the Companies (Registered Valuers and Valuation) Rules, 2017 to conduct Valuations for specified asset classes.
Registration is asset-class specific. A registered valuer can sign Valuation reports only for the asset class for which they are registered, such as Securities or Financial Assets, Land and Building, or Plant and Machinery.
For Securities or Financial Assets, the work commonly includes equity shares, preference shares, debentures, convertible instruments, business interests, and financial assets.

IBBI Registered Valuer vs. Chartered Accountant or General Valuation Consultant
Many businesses assume any Chartered Accountant or Valuation consultant can sign a Valuation report. For statutory and regulatory assignments, this can be incorrect. The right signatory depends on the law, purpose, asset class, and transaction structure.
| Parameter | IBBI Registered Valuer | Chartered Accountant | General Valuation Consultant |
|---|---|---|---|
| Statutory Authority | Can sign where the relevant law requires a Registered Valuer and the asset class matches. | Can sign only where the law permits a CA certificate or CA valuation. | Usually not accepted for statutory sign off unless specifically permitted. |
| Asset Class Registration | Specific to Securities or Financial Assets, Land & Building, or Plant & Machinery. | Not asset class registered under IBBI by default. | No statutory asset class registration by default. |
| Valuation Examination | Dedicated IBBI valuation examination and RVO membership pathway. | CA qualification only. Separate IBBI registration required for Registered Valuer status. | No uniform statutory examination requirement. |
| Code of Conduct | Bound by IBBI/RVO code of conduct, independence, competence, and disclosure requirements. | Bound by professional rules applicable to CA practice. | Depends on internal firm policy, if any. |
| Best Fit | Companies Act, IBC, Securities or Financial Assets valuation, share valuation, ESOP, FEMA, SEBI, AIF, and transaction valuation support. | Tax, audit, accounting, and advisory engagements where CA certification is permitted. | Internal valuation estimates, management analysis, or non statutory advisory. |
